Since the speed of light is known, the gun clocks how long it takes for each pulse to travel out and return back which gives it a measure of distance, and then it uses several pulses in a row to measure the change in distance over time and then calculate speed.

Some units transmit laser pulses in fixed intervals. For example, a unit transmitting 200 pulses per second would send one pulse every 1/200th of a second.

Other units vary their pulse rate. They may send the same amount of pulses over time, but in an irregular and somewhat erratic pattern. This is a variable pulse rate.
